I have been informed by authorities that until he is not returned as scheduled that there is reason to issue an alert. At least not until I can prove that he isn’t home on time, or they crossed the border.

Plain simple terms, don't give him the opppertunity of doing so. Easy step to ensure he doesn't, is this, Don't let your x be alone with him, dont let your x convince you he is only taking your son for ice cream, or just taking him out for an hour or so, dont fall for it at all. Is he a violant person,? if so bring authorities into play, If not violent, then use your common sence and and never let your son be alone with him or that will be his exit to taking your son. It's like paper and glue, once together , will never be apart. Got it?

I also forgot to say, talk to your son about your concerns and let him know what you think your x is maybe going to do, that way your son is informed about this situation and will know what not to do.
